Translation

dedicated to the deity so and so the eminent many times

Commentary

It appears that a statue of a fairly eminent person is being dedicated to a divinity. Since the location is near the Temenos of Aphrodite who is often entitled θεός she may well be the divinity concerned. Since the subject has the title κράτιστος he was presumably of Roman equestrian status, possibly, but not necessarily, an official. In line 3 it seems probable that we have part of a statement that he did something many times.
