l. 2, M could be N, or Υ, giving ? σὺν. The final letter is very uncertain

Translation

?To Aphrodite built from the foundations

Commentary

The probability is that this is from the dedication of a building to the goddess; given the layout it is unlikely that she was herself credited with the building, although that is possible, as in 12.914 (=CIG 2749).
